More Sweeping changes to the backend for SR to prepare for 3.x

We know two rows for enemies are coming already.

For Bounce:
It seems that all current "bounce" attacks can hit both rows of enemies.

For Blast:
Although the option to include both rows of enemies does exist, currently no characters take advantage of this. 2 considerations, Either:
A - They haven't implemented it on old characters yet
B - Current Blast Characters are getting fucked over for new ones that can attack both rows.

For anything that states "All Enemies":
As the wording states, they hit all enemies so both rows as expected
