What Is Ether Veil?
Easiest way for me to explain it is a Domain Expansion.

Ether Veil is a new mechanic triggered by Agents that transforms the battlefield, similarly to how Vital View does. There can be different kinds of Ether Veil but (I Think) only one can be activated at a time. Currently, only Ether Veil: Health exists, increasing all Agent's Max HP by 5%.

Agents, W-Engines and others can also gain additional effects whilst Ether Veil or a specific Ether Veil is active.
For example:
- When Yidhari is in Ether Veil: Health, the charging speed of her Hold Basic increases.
- When Lucia uses EX Special while in Ether Veil: Health, the duration of Ether Veil: Health is extended by 12s.

Currently, only Yidhari and Lucia can create Ether Veil: Health, Lucia can also increase the duration of Ether Veil: Health.

Also Soldier 0 - Anby Unlock Potential does not exist yet, if it is in 2.3 then they're most likely waiting to add it like with Ellen.
