From what we understand, 4.0 will have 2 new 5 star chars so no EMC release and no 4s.
There'll be 2 new 4s LCs (not Event, likely Gacha)
A new relic set, no new Planar set

Added SUS:
4.0 or 4.1 should have a lightning char?
If anonleaks is correct and Sparkle + Yaoguang are 4.0 with Sparkle SP being Fire then that suggests Yaoguang is the Lightning char?

Final AoE radius: Now officially equal to Mavuika’s Elemental Burst

Elemental Burst (Q): Applies strong Hydro application to all enemies within a 10 m radius
